Complacent computer technician Menno (Bill Campbell) works at a government-run resort where citizens are allowed to experience virtual reality fantasy vacations. Isolated in his safe, cushy job, he sees no reason to make waves and is indifferent to conditions in the real world, where the government is very oppressive. To relieve the monotony, he and his cohorts, including Simon (Michael Dorn), create amusing VR fantasies for each other.
The apolitical Menno is oblivious to the activities of a rebel underground fighting to defeat corrupt presidential candidate Felix Medina (Corbin Bernsen), who plans to rig the upcoming election with virtual reality technology and capture the vote. The sinister Medina seeks total power, whatever the cost. Like any dictator, he knows what is best for the people, rationalizing that the end justifies the means – any means.
Only the rebel underground can stop power-hungry Medina from perpetuating his totalitarian regime. When rebel leader Mick Dourif (Bruce Campbell) is killed by Medina’s troopers, the real world intrudes on the unwitting Menno. Dourif’s lieutenant, Loria (Stephanie Romanov) forcibly downloads the brain of the dead rebel leader from a computer into Menno’s mind.
Once Dourif’s brain takes over his mind, Menno – formerly a typical corporate functionary – becomes, in spite of himself, a true activist, caught up in the rebel cause. He and Loria run for their lives as Medina tracks them through the resort, leaving several corpses in his wake.
On sensory overload, Menno’s conflicted “virtual” mind drives him forward. As Dourif’s thoughts become his own, he begins to understand and sympathize with the rebels’ fight for freedom. With Loria leading the way, Menno conceives a plan to stop the malevolent Medina.
The story sounds a warning about the danger of technology put to the service of unprincipled power. It could happen anywhere.
